I do not think a society can function well without government intervention because people resorted to complete chaos for a short time when the pandemic began. After all, the government was not enforcing any rules or regulations. Without specific laws being enforced, people always assume the worst and want to prepare for the worst, resulting in chaos.

So you're saying mankind can't be trusted to govern itself, but at the same time, can be trusted to govern other people also?

Society can't function without a government intervention, because it will become chaos. If there are no limitations people will do whatever they want.

No I don't think so, as much as we would like our own freedom and such I think we need that higher voice to stand down have all views and put everybody into their place.
